Tenant moved out without notice

A section8 tenant moved out without notice because she had a fight with her boyfriend who is not on the lease. He called the cops on her and got a restraining order against her in the house. She had spent a year in the house and her lease was renewed in June.

I went to the house on Tuesday and the boyfriend moved out the next day and I changed the lock. She has few of her stuff left in the house including a washer & dryer. She is owning $370 on the electricity & water and the private service provider will transfer the bill on the house, their policy is that the landlord will be responsible for any bill not paid by the tenant.

She was supposed to come pick the rest of her stuff and paid the money yesterday but she called that she does not have the money yet but want to come pick her things. She wants me to sign her release form from section8.

My question is -- is it okay for me to let her pick her things knowing she will probably not pay for the bill and not sign her release form from section8.
She said she has a court date next week.
I already have another tenant that is interested in moving into the house at the end of the month.
