Mini blinds replacement

I had a tenant recently move out and we had to replace all the blinds. Slats were broken, wands missing etc. When the tenant moved in all the blinds were brand new. Would you deduct the replacement cost from the security deposit or is this considered maintenance. She lived there for 4 years.
