Plunging fees for sensative lines

Second day i moved in toilet needed plunging. They let me use a plunger. 6 months later toilet wont flush. Maintance man plunges toilet took 2 min and says "feminine hygine product" i say where is it. He says " he flushed it & its a 10$ fee but i wont be charged this time. 3 months later i see a 18$ charge for a feminine product. I dont have a period. So 18$ fee in September it gets paid but theres a late fee of 75$ Ca
