Who should get the late payment fee when tenant doesn't pay on time?

A- The Property Owner

B- The Management Company

and Why?

The property owner is the one who pays the late fee for the mortgage! I say it should all go to the property owner. If the property manager complains remind them  they chose the tenants and choose how they manage and interact with them.  They should not be rewarded for doing that poorly.
