3 adults, one wants to be on the lease

Have a situation where it started as a couple but then she kicked him out and took on 2 roommates. It is kind of a communal situation. Roommates came and went.

The original tenant is leaving and there is a roommate that wants to take responsibility. She can easily qualify on her own and wants to be the primary on the lease. It is looking like she wants to go it alone on the lease with the others being roommates. Would you require all tenants be on the lease or ...? In Oregon we have occupancy agreements that can cover temporary guests but it seems too complicated. Thoughts please.
