Low Balling rental property offers

Hello, trying to see what folks consider a "lowball" offer. I''m considering cash offer 12-15k below asking and trying to refine my offer strategy. I know there are many variables to consider however just trying to see what others think.

Well if it is a $15k property, thats too much of a low ball. If it's a $1 million property, Id probably offer less.  Context matters here.
