Best Toilets for Apartments

We are turning over several apartments. Each has 1.6gpf toilets (or 1.8, in either case, it's a lot of water per flush). We want to replace them with something that is lower, like a 1.28gpf or better, while still flushing down what needs to be flushed. I've used Gerber's Viper toilets in the past, but my supplier doesn't carry them any more. Looking for suggestions when buying several toilets at once. Looking to save on water and have a good enough flush that the tenants won't be plunging all the time.
