Denying an applicant.... That I have already denied before....

Yesterday, I had a lady apply for housing and she seemed very upset at the 30.00 fee. I understand she has spent money on Fees to find housing.... BUT, I still need to charge that fee or I lose money.

Anyways, She was denied by me in the past, Her application was VOID. 

This was 4 years ago, Now she is applying again and we just realized that we both know each other from the past denial.... Awkward! 

Have you ever denied an applicant, and then accepted them at a later time? She seems solid, She has lived in her current home for 12 years as a tenant. 

One dog. One cat and 2 teenage daughters. Do i take a chance?
