No lid on neighbor's trash can

Hey guys,
when I visited our rental property the other day, I noticed a bunch of flies right next to our laundry room, where neighboring property's WASTE BINS are located. Turned out the flies accumulated next to our laundry room since 1 out of 4 of neighbor's waste bins did not have a lid/cover.
I had my property management company find that owner's address and send them a letter asking to install a trash lid/cover(They were not able to find the phone number). I visited the property a month later, and the issue still existed. I asked the property management company to contact them again (by sending another letter in a friendly manner).
What else can I do at this time?

Did you knock on the door and talk to them? Seems like the most reasonable solution.

Are the trash cans on your property or theirs? If theirs, there's probably not much you can force them to do.

Worst case, buy a new lid and stick it on their trash can for them.
