No lid on neighbor's trash can

Hey guys,
when I visited our rental property the other day, I noticed a bunch of flies right next to our laundry room, where neighboring property's WASTE BINS are located. Turned out the flies accumulated next to our laundry room since 1 out of 4 of neighbor's waste bins did not have a lid/cover.
I had my property management company find that owner's address and send them a letter asking to install a trash lid/cover(They were not able to find the phone number). I visited the property a month later, and the issue still existed. I asked the property management company to contact them again (by sending another letter in a friendly manner).
What else can I do at this time?
