Acceptable Toledo Neighborhoods for multifamily

Hello,

I'm looking into getting into 10 unit in Toledo. Which are the best neighborhoods for cash flow vs value?

I  Have an agent but need some good recommendations for property Managers and a good contractor that can help fix up a few units. I'll be an out of state investor so would need some really solid recommendations.
