Property Management Compensation in NJ & PA

I have been a Property Manager and Realtor for 5 years now paid by a salary in NJ & PA. I have been offered an opportunity to launch property management for a brokerage from scratch. I have asked for a salary & they want to pay me commission only. I am wondering what fair compensation would be to ask for regarding properties managed, onboarding of new properties, etc. I am also wondering should I charge a flat fee for items such as a policy & procedure manual. I know this isn't a typical post on here, but I am wondering if anyone has had this experience and/or suggestions to make it work. If it hasn't worked for you, please mention that too!
