section 8 wants to terminate contract

tenant moved in April. has certificate. paid 1st month. house passed inspection TWICE since May. have not received any rent from sec8 to date. nothing!! received ltr 7 July they 'propose' to terminate contract 4 Aug. can they do that?? will issue 3 Day Notice Monday if no rent received in mail. i believe i am victim of harassment due to ltr to HUD Regional Administrator in S.F. who never responded. time between inspections: 7days, 19days, 31days. sec8 offer is below FMR anyway. will answer any questions. won't rent to sec8 ever again. i'm done..
