Homeowner's Insurance for a War Zone Property

I'm in the process of purchasing a fourplex in a war zone for $200K. The property is about 100 years old. I'm shopping around for homeowner's insurance and my first quote came to a $4,500 premium with a $2,500 deductible. Does this sound too high?
