Separate Meters But 1 HVAC pay for utilities or install 2nd unit?

I recently purchased a top/bottom duplex that originally was a single family home, about 1k sq ft per unit, it's located in Ohio. It has one gas furnace and one electric AC unit. The first floor's electric bill is paying for the entire AC use of both units.  This winter the 1st floor's gas bill will be paying entirely for the heat.. What is a cost effective solution here?  I would like to avoid installing a 2nd furnace and 2nd AC unit, and I would like to avoid paying for all of the utilities.  The easiest solution I see is to pay for all of the utilities and increase the rent.  I am not attracted to that idea because of the variance in the cost of the utility bills.  I appreciate any time taken to help me out.
