When to change the lock if tenant left the room and keep the keys

When to change the house locks when tenant left room for more than 3 weeks with all clothing and only left 2 pillows ans 2 sheets on the bed and stays some place else and locked the room. And the court judge did a final judgment against him. So can I change the lock or do I need a sheriff to come and tell me it is ok after 24 hours to do that and I have to pay them $90 for that even there nobody inside the house
