Boiler heating to electric heating in apartment building

Hello! We have a 39-unit apartment building in Southwest Ohio. As landlords, we pay gas, heating, water, sewer and trash; the tenant pays electric. We are thinking of converting the central boiler heating for apartments to individual electric baseboard heating in apartments. This way we can transfer the heating expenses to the tenant. The apartments are between 500-550 square-feet and all 1-BR. Has anybody else has experience with similar conversion? I understand that a 220V fuse would have to be installed in all the 39 panel boxes. So, would the apartment building's electric intake would have to be upgraded by the Utility company?
