Crappy property manager in trailer park

I live in a trailer park and the property manager is literally the worst. They contract out work to occupants of the trailer park and never professionals. We have a contract with them that isalmost 2 years old that they havent held up their end of. How do I contact the person above them, because I am getting no where.
