Subdivision incorporating into a town

The subdivision where I have 5+ properties has a poorly run HOA with no money. The roads are private (and in bad shape). The folks who live here have been having "town hall meetings" and talk of incorporating into a small township/city. This is in Texas, in a neighborhood of over 400 people which straddles the county line of 2 counties. The info being brought forward by everyone is very cloudy and opinionated with very little facts. Does anybody have personal experience with incorporating into a town and what type of impact this could have on my taxes and such? Thanks!
