Best approach with water softeners

Hi everyone, long time biggerpockets follower, first post.

Looking at buying a duplex in my area, going to see it in person this weekend, but from the photos I can see that one of the bathtubs is quite rust stained.

Property records indicate that the building IS on municipal water and sewer. Just wondering what the best approach would be to have water softeners put in and maintained.

Was thinking renting from Culligan would be the best bet but just not sure how to hold the tenant accountable with maintaining the account as far as payment and coordinating salt deliveries goes.
