Tenant application to be turned over to owner

I have a question. I'm a property manager and I have an owner that wishes me to turn over the tenants application to them. I have sent over the Lease Agreement, which is the contract the tenant has signed over to us as PM but, if requested, do I have to turn over the tenants personal info such as the application to the owner?

My concern is, we (as PM) have accepted the application, interviewed the tenants and have a number of personal information on the tenant. The tenant has contracted with us, not the owner. I do not know what the owner will do with the personal information from the tenant and maybe the tenant went through the PM so they wouldn't deal with the problems of a owner/manager.

thanks for your advise, and I'm also in California

Linda
