can a landlord evict his tenant for the power getting cut off due to money problems?? if they are trying to get them back on?

As others have said, it will depend on your local laws and your lease agreement.
My lease states:
"Tenant must keep all essential utilities/services for which tenant is responsible under this agreement maintained and operational at all times. This includes, but is not limited to, natural gas, trash/waste removal, electricity, water, and sewer. Failure to do so is a breach of this agreement and cause for termination and/or eviction."
