House might not be vacant on the move-in date

I am in a situation that I don't know how to act.

In short, my current lease ends on 30th of this month, and the move-in date for the next lease is this 28th (2 days from now). But I have not been confirmed that the place is vacant and I can get the key on the 28th.

I scheduled a walk-through with the property manager on Monday the 24th, and much to our surprise, the previous tenant (who happens to be the landlord himself) were still working on his moving. And because of that, we couldn't do the walk-through on Monday. Today, I tried to press the property manager to give me the answer if I can get the key on the 28th. 

As far as I understand, a walk-through is a guarantee for vacancy and ready to move-in. The problem is I don't have much time during the week to move and it's hard to schedule movers during weekends. I have also scheduled gas, and Internet people to come and install the services on that day.

What action should I take, and what if the place is not ready on the 28th? I
