Problem with Human Urine in Hallway with 4 families

Hello all, and thank you for taking the time to read my first post.

Concise backstory: there are 4 apartments to 1 building in this complex.

Resident in apartment #1 has recently had a stroke. Since he has been back from the hospital, the other residents in the building, are constantly complaining of a urine smell coming from his apartment. I have called the resident and spoken to him regarding this. We have had residents' family come to help clean his apartment.

Resident has also paid for his carpet to be professionally shampooed / cleaned. Also, the hallway carpet, has been cleaned and deodorized. That was 1 week ago.
Today, the strong urine odor is back in the hallway

Has anyone else had a similar situation? or: how do you suggest I handle this issue?

PS: I will supplement any information that will help devise a solution :-)

Can you install a automatic air fresher in the hall outside his apartment? is the smell just outside the door?
