How to find low home value with high rent areas

Every place I for homes that are cheap, they either have high property taxes or rent is very low. My ideal property I want to buy is between 30K and 50K and I'd like to charge about 900/mo for rent. With these stats is there a software tool I can use to find areas that satisfy my numbers? I am open to any techniques as well.

@Luther A., these deals definitely do exist but can be hard to find! As long as you are marketing for deals in the right markets you can find these deals but don't limit your portfolio to home run deals! Get some base hits, buy properties that offer good returns and then as you get in the game you have a better chance of hitting one out of the park!
