Who to Call for Landlord Property Tax and POS city Inspection?

Who do I call to get information about property taxes for landlords/rental properties (vs homestead/owner-occupied), and other details that are city/county specific (like POS inspection)?

Is this like a county assessor office or something? Doing due diligence on a low-end investment property, and I'm looking to get some accurate costs on these public costs.
