Tenant never moved in a rental located in Texas.
Rented out a property and tenant never moved in or paid first months rent. Do I have to spend the money and go through the eviction process?
Lease was scheduled to begin 30 days after signing. It's been 60 days and tenant has explained to me she has no intentions on moving in or paying rent. She gave me the good ole run around the first 3 weeks. Later to find out she is unhappy with the place due to the price and has found another place that is similar size and lower rent.
I issued a 3 day notice.

The eviction process is used to regain possession of a property. It sounds like the tenant never even took possession of the property or moved anything into it. At this point, I wouldn't spend the time/money on an eviction. That's only going to cost you even more money and delay you getting another (paying) tenant in there.
Given her comment about how she's already found another place and isn't planning to pay you anything, I'd probably just draw up some sort of document mutually cancelling the lease effective immediately. Then cut your losses and get it rented immediately with a paying tenant.
You could possibly try going after her for the lost rent, but honestly I'm not sure what you did here because you should have never even taken it off the market it the first place without having a signed lease and a fully paid deposit and first months rent, which you obviously didn't collect. So I'd just take it as a lesson learned and get it re-rented so you can start getting paid.
