Property Management--Illinois, West Suburbs

Hello everyone,

I have been listening to, "The Book on Rental Property Investing," by Brandon Turner and it sounds like a good property manager is hard to come by. Most property managers are terrible, I think I heard in the book, repeatedly. My daughter's mom is in property management and she has similar stories. New hires have years of experience and still hardly know what they're doing or they are simply bad at managing property. From what I can tell, my daughter's mom is one of the good property managers. She only has a few years of experience, but the few times she has been placed at a new property things have turned around for the better. She is great with people, firm on the rules, and knowledgeable on housing laws in the west suburbs. 

However, I can tell she is unhappy with the company she is currently with. So, I have couple questions for my new friends here at Bigger Pockets.

1. Can she manage properties on her own--start her own business? Does she need a maintenance team of her own?

2. Should we own property first before we start our own property management company?

I would just like to help her in some way,
