Tenant makeshifts bedroom

Tenants want utility/mud room on concrete floor water tight. Had record breaking rain and about a cup of water came in under wall. They moved in room making a bedroom, that it wasnt intended for. What are my options?

@Richard Novo let me just add to what @Andrew B. said. The first step is for the Tenant to provide WRITTEN notice of a VIOLATION. There has to be a violation, not just a maintenance issue. Then they have to give you a reasonable amount of time to fix the problem. They can't report a maintenance issue and then start demanding rent reductions immediately.

If the tenant converted the mud room into a bedroom, that tells me they don't fit in your home. You should try to get rid of them as soon as possible.
