Certificate of Non-Conformance Application and Approval Process

We are Under Contract on a property that has 2 houses on it. It is zoned as a Residential Single Family but we asked the seller to apply for a variance. The Seller applied with the town for a Certificate of Non-Conformance so that the second house will be legally rent-able. He now has to go in front of the Planning Board. Does anyone have experience with this sort of process? What is the likelihood that the application will be approved and Certificate granted? What could happen to get it denied? TIA
