Accepting / Rejecting a Tenant during the application process

Does anyone use mysmartmove.com?

I've successfuly used them many times.  I recently had a prospective tenant apply.  TransUnion / mysmartmove.com gave a thumbs up we recommend you "ACCEPT" on this prospect.  

I was like awesome!  They know my price.  Seem really awesome in person.  Really want the place etc.

HOWEVER


I then start digging into the details going through their credit and background check, eviction history.  Step by step everything is looking awesome.

I get to the eviction section and lo and behold this individual has "52 records".  WHOA!

I start digging into it and it seems like they've had numerous records with the county courthouse over the last several years with several forcible detainer / forecible entry, civil judgement, civil dismissals - all at the same property.

1) how does mysmartmove recommend this prospect as "accept"?

2) does anyone have any examples of letters or verbiage they send to someone when they reject someone?

Never encountered this before.
