Investing in Sosua DR

I am currently investing in Dominican Republic market for renting and selling condos. In PC/Bavaro ( Punta Cana) the rental market is great you can rent a 2/1 for about $250USD on the low end and up. Trying to find out if Sosua or Puerta Plata is worth looking at in investing in rental market. Cost to build an condo complex is 13000 pesos per m2 with rental grade finishes average building size is 500 m2.

Which is worth looking at Puerto Plata or Sosua?
