KCMO class C/D tenant: evict or cash for keys?

My tenant paid partially his 750 rent in March and did not pay April. 

If I evict, how long and how much will it cost?

Alternatively, how much cash for keys does one offer?

My PM suggested to give 500, it seems high to me compared other states.

The property is in good condition but in a high crime area in the south of KCMO.

If you are going to do cash-for-keys (and I don't think you should) the payment to the tenant should only be made after they are out and you have full control of the property.
