Implementing a RUBS system for 6-plex

Has anyone had success implementing a utility bill back system?  I'm walking a 6-plex today and the owner currently pays for water.  If I purchase the property, do I have to wait for each lease to renew or am I allowed to immediately start billing for water usage once the property is under my ownership?  

If you have had any experiences with this please share!
