mgmt company and worker's comp

Looking for some information on running a property management company in New York state in regards to workers compensation laws. It is my understanding that any 1099 subcontractor must have a workers comp policy, or I could be held liable under my worker's comp policy if their is an incident, and I would need to pay a premium for them on my policy regardless if there is an incident. Does the same apply if that same subcontractor has their own business or DBA ( as opposed to just being John Doe, handyman) yet still does not have a worker's comp policy? Does anyone have any suggestions on how this works?
