Applicant screening for tenants with no email

Hello,

I rent some of my units under the Los Angeles HIP (homeless incentive program) as well as VASH and Section 8. I'm having trouble finding a background checking service that does not require an email address or a tenant to initiate the process. Does anyone have any suggestions?
