How do you get rid of lead paint?

I recently bought a property in Florida to rent out but after having horrible tenants who don’t pay, I decided to section 8 it and am now preparing for inspection but I was wondering how I can rid of the lead paint present?

 I've always had it painted with primer and then a fresh coat of paint. The big issue is flaking. Pieces are picked up by little hands and put into mouth. That is what you are trying to fix.
