How to find absentee owner information legally / ethically?

Hey all, I'm wondering what are some methods, tips, or best practices to get the home address for absentee owners of multi-unit / duplex / triplex properties. I'm looking to pump out large volume of offers to the owners but need to find a way to send them mail. Any thoughts appreciated!

Their mailing address is in the public records.....recording or property tax department.
