Cost effective ways to kill weeds on a city owned lot?

My property is surrounded by city owned lots and while I will be fined if my grass is higher than 10 inches, the weeds on city land get taller than me by June (we have some invasive plants around here). All of this is spilling towards my property, increasing landscaping costs and attracting infestation.

Anyone had luck slowing down vegetation by pouring salt or vinegar on the ground? Anything else I can do (besides calling the city as I played that game in vein last year)?
