Just started a new job in property management - is this normal?

Wondering if this is common among all companies or just mine and if I should jump ship

* main office is a mess, boxes and papers everywhere, tables stacked high with papers etc, a tile is missing in the ceiling

* it’s section 42 with lots of compliance, no one knows where anyone’s file is, a residents file might be at a different property and no one knows, etc, at the property they put me at they are behind by 40 recertifications and it’s my job to catch up until they hire someone

* property managers work offsite at the main office, making it challenging to meet with tenants (fortunately I am onsite)

* no one has given me much direction/training on how to do the section 42 recertifications so I’m winging it. They even said to "wing it" and "learn on the fly"

* I’m in charge of checking my supervisors voicemail which is fine, but every other message is people saying how they have been trying to reach him for weeks, or they need a payment and it’s been weeks etc

* first meeting they were talking about how they are behind on property taxes

* managers were telling me they often stay until 9 or 10pm working on recerts

* my second day 3 people joked “so you weren’t scared off by your first day huh?” (All jokes have some truth)

I’m wondering if this is normal and if I go some place else it will be the same and if so just stick w it? I’ve only worked 1 other PM job and it was Section 8, much better than this job in just about every way.

Definitely not normal, I wouldn't necessarily call the company you work for fraudulent, however they are obviously incompetent. There is no work experience worth gaining there, try find another prospect if possible.
