Duplex with 1 furnace Upper unit heating issues

Hello, 

I have a duplex in Minneapolis area that has 1 furnace. The bottom unit heat is good but the upper unit heat keeps changing up and down dramatically, 1 day would  be like 80 degree and other day would be like 50 degree. I've changed the thermostat for upper unit but the tenant can't adjust temperature. Can you 2 thermostats control 1 furnace? Does anyone has any idea how to fix this is?
