Do I need a permit to convert existing garage into a bedroom?

The two duplexes we just acquired has 4 single car garages. I want to convert them into all bedrooms. Here in San Diego California Do I need a city permit to do so? assuming it does, Can I have a General Contractor to do it up to code when when I ready to sell it I can ask the city to come in and get a approve at a later time? We going to use it for rental right now and want to rent them out ASAP so we don't want to want months and have this long holding period

If you want to do it legally, you're going to have to get permits pulled to do such a conversion. Might even have to get inspections done on the work afterwards. You should give the city a call and verify exactly what needs to be done and the time-frame it may take.
