Stained carpet with paint

My tenant just moved out and there is two softball sized stains on the carpet, looks like watercolor so it blends in fairly well but is visible. The home is newer so the carpet was essentially brand new at move in. Would this be considered normal wear and tear? Would you use security deposit for this? If so do I send the estimate to have the carpet cleaned and then send the bill after the cleaning is done?  Also I had to vacuum debris and paint the wall where a picture had stained the wall. Normal wear and tear? If not how do you charge for your own time? Should I add I charge for anything I have to do to return the room to original condition at move out?
