Use "empty" lot for?

Hi! 

I am looking for some ideas what to do with a "empty" lot I got next to a busy highway. 

I write "empty" because its got a worn down house, that cant be saved, on it. But most of the lot is available. 

The City doesn't want it to be used for homes, but something for businesses. But I cant have any kind of of business that requires alot of traffic in and out, since the exit from the highway isnt "suited for high traffic". 

I can refurbish the house and rent/sell it as a home, but cant build a New house. And refurbish is going to be very expensive on this house. I can however build Office etc There, but thats going to take alot of money, which i dont want to use on this place. 

Billboards arent alowed There either. 

Any good ideas what to do with this?
