How realistic is the value add play here?

I'm learning how to analyze deals. 

1) This property is small. They are paying $800 for PM. How realistic is it to "timeshare" another property manager from another apartment owner in the area, much like they described in a recent podcast? Has anyone pulled this off to "decrease expenses?"

2) Is it difficult to pull of implementing a RUBS program?  Any advice on where to learn more about this?
