Property Manager performed contract work without my approval

Hello All,

I asked for a quote from my Property Manager on how much it was going to cost for them to turn over a property to make ready for a new renter. The quote seemed high so I was going to have some contractors bid on the work. When my contractor showed up to provide a quote he noticed some people already in the house. When I talked to my property manager they apologized and said "there was a mistake and the contractors went ahead and did the work".

Anyone ever experience this? Is there any course of action I can or should take?

Property is in Dayton, OH.

I'd find a new property manager as that is nonsense.
