issues with buying a duplex...being told its a townhouse..

I am looking to buy a duplex in holly ridge NC. Claim residency on one side and rent out the other. Initially, the real estate agent stated that I would be able to claim both units under one loan; then went through with a credit inquiry. Following the pull, I was told that the units are deeded separately and she would have to find out from the builder if they could be parceled together in order to get both units under one loan. Now I am being told that he claimed the duplex as a townhouse and would have to go to the town and see if it can be claimed as a duplex..  She told us that she was unsure if it was registered as a duplex or not.. but then came to find out that it was.. now she is saying that it isn't...I would love to hear from anyone who has experienced this situation before.. unsure as to where I should go from here....
