Intentional Water Increase

I believe someone is intentionally increasing water usage and running up the bill. Has anyone had a similar situation and how did you handle it. It’s a 9 unit building so proving who it is would be difficult.

Couple of things.  First, a toilet can be running.  This is where there is a problem with the flapper or shut off mechanism for the water.  Second, I have seen some tenants defrost items by running warm water over it for an hour.  Is someone doing sabotage?  Possibility.  Sometimes you can hear who is using water if you have a basement.  Good luck.
