Can't Charge Government Travel Charges for Rent

I've created an LLC that is renting out room to government employees on temporary duties, and they pay via their government travel cards. I was planning to charge them via Stripe, but the charges were blocked by the bank. I tried running the charges through Paypal, but Paypal also blocked the payments. Does anyone else have experience charging credit cards like this?

Probably blocking based off merchant category code...
