SFH Construction by Owner?

I don't know if this is state specific or not, however my interest is North Carolina. Two questions regarding SFH construction by an owner that is not a licensed GC.

1) Can I build a SFH to be used for a rental?

2) How long must I wait before selling a SFH built by owner?
