fence issue with violator & HOA

One of my rental property is located at cul-de-sac. Extension of front fences of the house, separate the subdivision from a town house apartment community which is located on other side. Residents of that town house apartment community repeatedly knocking out the fence to make short cut path through subdivision. I communicated with HOA manager to solve the issue permanently by replacing wooden fence with iron but unfortunately they didn't. HOA sent me a notice to fix it. As a home owner, for safety of my tenant I am keep fixing but violators are keep knocking out. How to solve this issue. please suggest me. Thank you in advance.
